　　1、发展现状

　　1. Status of development

　　大庆长期致力于数字化、信息化建设，近年来先后获得国家信息惠民、信息消费、宽带中国、智慧城市等多项首批示范试点殊荣，为发展数字经济奠定了坚实基础。大庆现有数字经济注册法人单位1014家，其中有经营活动单位645家，涵盖5个领域24个类别。2021年4月，信通院发布《中国城市数字经济指数蓝皮书(2021)》，大庆在“城市画像”中被划入二线城市，数字经济规模923亿元，列东北第5位、全省第2位。

　　Daqing has been committed to digitalization and information construction for a long time. In recent years, Daqing has been awarded the first batch of demonstration pilot awards, such as National Information Benefit for the People, information consumption, Broadband China, Smart City, etc., laying a solid foundation for the development of digital economy. At present, there are 1014 digital economy registered legal entities in Daqing, including 645 operating activities units, covering 5 fields and 24 categories. In April 2021, the ICT Academy released the Blue Book of China's Urban Digital Economy Index (2021). Daqing was classified as a second-tier city in the "City Portrait", with a digital economy scale of 92.3 billion yuan, ranking the 5th in Northeast China and the 2nd in the province.

　　2、基础设施架构完备

　　全市建设4G基站3300余个，5G基站4719个，建成市域高速宽带网络，实现光纤到企入户、重点区域Wi-Fi和行政村4G网络全覆盖，市网络总出口带宽达到1720G，完成“宽带中国”示范城市试点任务。政务内网用户超过7000个，列全省第二位，市直机关及县区统一接入省政务网，政府网络数据中心云端化进程加快，形成支撑全市业务应用的政务网络。

　　Daqing has built more than 3300 4G base stations and 4719 5G base stations, and a high-speed broadband network has been built to achieve full coverage of fiber to business, Wi-Fi in key areas and 4G network in administrative villages fully covered. The total export bandwidth of the municipal network has reached 1720G, and the pilot task of “Broadband China” demonstration city has been completed. There are more than 7000 government intranet users, ranking the second in the province. Municipal organs and counties have unified access to the provincial government network. The cloud transformation process of the government network data center is accelerated, forming a government affairs network supporting the city’s business applications.

　　3、数据服务成效明显

　　建成“人口、法人、信用和电子证照”4个基础信息库，成功共享国家、省、市3级接口665个，累计入库服务数据7000余万条，其中人口库归集200多万常住人口数据及车辆、综治等信息。省政务服务平台覆盖县(区)、乡镇(街道)、村(社区)131个便民点，“网上办”“一次办”事项均超过90%，50%涉税业务可通过自助机“不见面”办理。

　　Daqing has built four basic information databases of “population, legal person, credit and electronic license”, successfully sharing 665 interfaces at the national, provincial and municipal levels, and accumulating more than 70 million service data, among which the population database collects data of more than 2 million permanent residents, vehicles, comprehensive management and other information. The provincial government affairs service platform covers 131 convenience points in counties (districts), towns (streets) and villages (communities). More than 90% of the “online”and “one-time” items are handled, and 50% of tax related businesses can be handled through self-service machines.

　　大庆油田自动化仪表、广电数字电视、百湖影视传媒等本土企业逐步壮大，同创信息、思特传媒等民营主体活力释放，推出力控软件、医院管理软件等一批自主创新产品，在石油石化、自动控制、系统集成等方面形成比较优势，依托华为云数据中心带动大数据、物联网、人工智能等战略新兴产业集聚发展。

　　Local enterprises such as Daqing Oilfield Automation Instrument, Radio &Television Digital TV, Baihu Film &TV Media are gradually growing, private subjects such as Tongchuang Information and Site Media are releasing their vitality, launching a number of independent innovative products such as force control software and hospital management software, forming comparative advantages in petroleum and petrochemical, automatic control and system integration, etc., developing together relying on Huawei cloud data center to drive big data, Internet of Things, artificial intelligence and other strategic emerging industries.

　　以网上可办、免申能办、一窗通办为特点的政务服务体系构建形成，以自动统计分析、企业电子地图、风险预警等功能为主体的市场监管大数据平台建成投用，以汽车租赁、网络预约出租汽车、移动执法等功能为载体的交通运输信息化平台充分应用。大力推进市属医院全环节智慧服务，提升数字图书馆等文化信息平台功能，教育、医疗、社保、交通、文化等智能服务覆盖全域。

　　“Online can do”, “without application can do” and “a window can do” as the characteristics of the government service system was built, automatic statistical analysis, enterprise electronic map, risk warning and other functions as the main market supervision of big data platform was put into operation, car rental, network booking cars, mobile law enforcement and other functions as a carrier of the transportation information platform fully applied. Vigorously promote the whole link of intelligent services in municipal hospitals, improve the functions of digital libraries and other cultural information platforms, and cover the whole area with intelligent services in education, medical care, social security, transportation and culture.

　　6、产业赋能步伐加快

　　沃尔沃大庆工厂成为全省唯一一家智能工厂。全市建设“互联网+农业”高标准示范基地72个，“众创空间-孵化器-加速器-产业园”的全链条数字经济孵化体系初步形成。智慧旅游持续推进，建成智慧旅游服务管理平台、旅游惠民门户网站、旅游基础数据库，有效提升旅游网络营销能力。电子商务扩能升级，龙工场跨境电商平台投入运营，全市拥有B2B、B2C等知名平台19家，电商产业园区10个，入驻企业主体133户。

　　Volvo Daqing factory became the only intelligent factory in Heilongjiang. The city has built 72 high-standard demonstration bases of “Internet+Agriculture”, and the whole-chain digital economy incubation system of “crowd sourcing space - incubator - gas pedal - industrial park” has taken initial shape. Wisdom tourism continues to promote, intelligent tourism services management platform, tourism portal, tourism database completes, and effectively enhance the tourism network marketing capacity. E-commerce expanses and upgrades, and the Dragon Factory cross-border e-commerce platform has been put into operation, the city has 19 well-known platforms such as B2B, B2C, 10 e-commerce industrial parks, 133 resident business entities.
