　　2021年，我市规模以上石化生产企业实现产值1188亿元。具备原油一次加工能力1900万吨/年，可生产燃料成品油、润滑油、合成树脂、腈纶纤维、顺丁橡胶、油田化学品、化工原料、化肥等8大类化工产品。化工企业超过300家，规上石化生产企业78家，分布在石油加工业、化学原料及化学制品制造业、橡胶和塑料制品业3个子行业，具备生产200多个品种1000多个牌号产品的能力。

　　In 2021, petrochemical production enterprises above designated size achieved an output value of 118.8 billion yuan. It has a crude oil processing capacity of 19 million tons per year, can produce eight categories of chemical products, including fuel oil products, lubricating oil, synthetic resin, acrylic fiber, polybutadiene rubber, oilfield chemicals, chemical raw materials, and fertilizer. There are more than 300 chemical enterprises and 78 petrochemical production enterprises, which are distributed in three sub industries：petroleum processing industry, chemical raw materials and chemical products manufacturing industry, rubber and plastic products industry, and have the ability to produce more than 200 varieties and more than 1000 brands of products.

　　累计探明石油储量67亿吨，天然气累计探明储量3122亿立方米。中俄原油输送管线全线贯通，原油输送能力达到3000万吨，中俄天然气管道东线正式供气，俄气输送能力达到380亿立方米，大庆能源供给地、集散地的战略地位进一步巩固提升。

　　Accumulative proved oil reserves are 6.7 billion tons and natural gas reserves are 312.2 billion cubic meters. The China-Russia crude oil pipeline has been completed, and the crude oil transmission capacity reaches 30 million tons. The eastern route of the China-Russia natural gas pipeline officially supplies gas, and the Russian gas transport capacity reaches 38 billion cubic meters. Daqing’s strategic position as an energy supply and distribution center has been further consolidated and improved.

　　习近平总书记对黑龙江两次重要讲话中指出“大庆是全国的标杆和旗帜”，2018年大庆市政府与石化公司、东北销售三方签署了《大庆石化炼油结构调整转型升级项目新增原料供应框架协议》，约定自大庆石化项目投产之日起，石化公司每年供应94万吨基础化工原料以及优化增产的全部乙烯，并提供运费减免优惠政策。

　　General Secretary Xi Jinping pointed out in two important speeches to Heilongjiang that “Daqing is the national benchmark and flag”. In 2018, Daqing Municipal People’s Government signed the Framework Agreement on the Supply of New Raw Materials for Daqing Petrochemical Refinery Restructuring, Transformation and Upgrading Project with Petrochemical Company and Northeast Sales, which agreed that from the date when the Daqing Petrochemical Project was put into operation, the Petrochemical Company would annual supply 940000 tons of basic chemical raw materials and optimize the production of all ethylene, and provide preferential policies for freight reduction.

　　基础雄厚。现有石油石化企业500多家，规模以上企业78家，产值百亿以上企业2家，亿元以上企业26家，形成了千万吨原油加工能力，百万吨乙烯、合成树脂等产品生产能力。

　　Daqing has a solid foundation. At present, there are more than 500 petroleum and petrochemical enterprises, 78 enterprises above designated size, 2 enterprises with an output value of more than 10 billion yuan, and 26 enterprises with an output value of more than 100 million yuan, forming a processing capacity of 10 million tons of crude oil and a production capacity of 1 million tons of ethylene, synthetic resin and other products.

　　5、人才富集

　　5. Rich talents

　　拥有中高层次专业技术人员和管理人员近2万人，石化从业人员5万多人。拥有东北石油大学、中国石油大庆化工研究中心、大庆应用技术研究院等12家石油化工类科技研发机构。

　　There are nearly 20000 middle-and high-level professional technicians and managers, and more than 50000 petrochemical practitioners. It has 12 petrochemical science and technology research and development institutions, such as Northeast Petroleum University, PetroChina Daqing Chemical Research Center and Daqing Applied Technology Research Institute.

　　大庆高新区作为全国唯一依托石油石化资源辟建的国家级高新区，建有兴化、宏伟、林源3个国家级专业化工园区，总规划面积55.89平方公里，已开发面积24.16平方公里，入驻企业近300家，产值规模近千亿元，供电、供热、供气、原料输送管廊等配套完善，具有较强的承载能力。

　　As the only national high-tech zone relying on petroleum and petrochemical resources, Daqing High tech Zone has three national level professional chemical industrial parks, namely Xinghua, Hongwei and Linyuan, with a total planning area of 55.89 square kilometers and a developed area of 24.16 square kilometers, nearly 300 enterprises settled in the zone, an output value of nearly 100 billion yuan, complete power supply, heat supply, gas supply, raw material delivery pipe gallery, and strong carrying capacity.

　　集中力量推动炼油能力在“十四五”期间向3000万吨级跃升，加快打造化工新材料、多功能建筑材料和精细化学品三个百亿级生产基地。“油头”方面，充分利用大庆以及俄罗斯油气资源优势，拓展乙烯、丙烯、混合碳四、混合二甲苯、甲苯等生产规模。“化尾”方面，大庆将在“十四五”末打造新材料、精细化学品、橡塑产业3个百亿级“化尾”基地，重点发展聚碳酸酯、MMA、高吸水性树脂、聚丙烯酰胺、石油磺酸盐、高端塑料等产品。随着炼油规模的快速扩张，以及产业高端化、精深化持续演进，加之化工产品价格的不断提升，预计到2025年，大庆石化产业规模将达到2600亿元。

　　During the “14th Five-Year Plan” period, Daqing focused on promoting the refining capacity to increase to 30 million tons, and accelerate the building of three production bases of 10 billion tons for new chemical materials, multifunctional construction materials and fine chemicals. In terms of “oil head”, make full use of the advantages of oil and gas resources in Daqing and Russia to expand the production scale of ethylene, propylene, mixed C4, mixed xylene and toluene. According to “chemical tail”, Daqing will build three “chemical tail” bases of 10 billion yuan in new materials, fine chemicals and rubber and plastic industries at the end of the “14th Five-Year Plan”, focusing on the development of polycarbonate, MMA, super absorbent resin, polyacrylamide, petroleum sulfonate, high-end plastics and other products. With the rapid expansion of oil refining scale, the continuous evolution of high-end and refined industries, and the continuous increase in the price of chemical products, it is estimated that the scale of petrochemical industry in Daqing will reach 260 billion yuan by 2025.
